I rather think that in the age in which this contraption was built, the kids were pressed into more useful service much earlier than today’s kids – mucking out the stables, milking the cows, dragging buckets of water, etc. Or perhaps the owner lacked children to place in front of the butter churn.
My guess is a butter churn powered by a small animal walking on the treads.
Or it could be a device to keep small children occupied while Mommy has a quick nip.
